Training and competence are closely connected, but they are not the same thing.
Training introduces the knowledge, safety requirements and practical activities associated with a role. Competence demonstrates that an individual can apply their knowledge, understanding and practical skills to the required standard.
This distinction is particularly important within the OPITO Banksman & Slinger pathway.
What Initial Training confirms
The OPITO Banksman & Slinger Initial Training programme is intended for personnel who wish to become competent in the role within the energy industry.
The programme equips learners with basic knowledge of the combined Banksman and Slinger activities and the associated safety and regulatory requirements. It includes 24 guided learning hours, with approximately 70 per cent of the course devoted to practical training.
Successfully completing the course confirms that the learner has achieved the minimum level of training defined by employers and approved by OPITO.
However, OPITO makes it clear that receiving an Initial Training certificate does not imply that the learner is competent in the Banksman & Slinger role.
Why workplace experience matters
After Initial Training, the learner can enter the workplace to develop their abilities under the direct supervision of a competent person.
This stage allows the learner to apply the knowledge introduced during training and gain relevant experience in a working environment. The experience is recorded through the OPITO Banksman & Slinger Workplace Experience Logbook.
The Initial Training certificate is valid for two years and eight months. The learner must complete the required logbook and undertake the OPITO Competence Assessment within that period if they wish to achieve an OPITO-approved certificate of competence.
Workplace experience therefore provides an essential connection between introductory training and formal assessment.
Demonstrating competence
The OPITO Competence Assessment is designed to establish whether the candidate has the underpinning knowledge, understanding and practical skills needed to fulfil the role safely and effectively.
Eligible candidates complete four mandatory assessment units over seven guided learning hours. A successful Competence Assessment certificate is valid for two years.
This gives employers and individuals a clear distinction between someone who has received the initial training and someone who has demonstrated competence through the recognised assessment process.
Maintaining competence
Skills and knowledge must be maintained after the initial assessment.
The OPITO Competence Reassessment is for personnel who wish to renew a valid Banksman & Slinger Competence or Competence Reassessment certificate. Its purpose is to establish that the learner has maintained the competence requirements associated with the role.
The reassessment also consists of four mandatory units and seven guided learning hours. The renewed certificate is valid for two years.
This continuing assessment cycle helps ensure that competence is treated as something that must be maintained, rather than an achievement that lasts indefinitely.
The complete OPITO pathway
Initial Training provides the essential starting point. Supervised workplace experience allows the learner to develop and apply those foundations. Competence Assessment confirms whether the required standard has been achieved, while later reassessment establishes that it has been maintained.
Each stage has a distinct purpose, and together they create a structured pathway from learning to demonstrated competence.
